Deep Dive Just Water Management in the Context of Climate Change

In 2025, the KIN launched the first phase of its programme in Mozambique. In this initial phase, a local consortium is conducting a joint deep dive to explore transition pathways and systemic levers for just water governance in a changing climate. This phase is part of the programme ‘Just Water Transitions Mozambique’.

The ‘Deep Dive Just Water Management in the Context of Climate Change – Towards desired futures by bringing knowledge to action for a just water transition in Mozambique’, will focus on understanding existing systems and path dependencies. The goal of the deep dive is to identify potential alternatives and opportunities for change, and address the structural barriers and enablers that can either block or accelerate progress. This will lead to a transition narrative: A collectively created story line that describes (1) the current (social, political, economic, etc) water system and (2) pathways and examples to work towards a new future. With this narrative, the deep dive is not solely an analytical exercise; it is also a collaborative learning process that supports agenda setting for collaborative action.

Next steps

The transition narrative will form the starting point for an agenda-building workshop (scheduled June 2026). During this workshop we will co-create a knowledge agenda for phase two of the programme. This is the phase of action-oriented knowledge projects. It is expected to start late 2026.

Project team

The project team exists of a varied group of Mozambican experts. They bring extensive knowledge of the water sector, climate change, environment, participatory methods and community involvement. The team is coordinated by Alda Salomao (director of the NGO Tindzila) and Dinis Juízo (water consultant and former dean at EMU). They work together with Nícia Giva (researcher and lecturer at EMU), Genito Maure (researcher and lecturer at EMU) and André Machava (independent expert). The core team is supported by Clemencio Nhantumbo.
